Compliance exposure

The cross-vendor flow-down picture: who owes what, who has attested, where the gaps, overdue items, and expired certs are. States are derived by the server at read time — an expired certificate never counts as current compliance. Counts cover the active flow-down links your clearance admits; revoked links are history and excluded.
